Chronic conditions are far more common than many people realise. About one in three Singapore residents have hyperlipidaemia (high cholesterol) or hypertension (high blood pressure), and the risk of developing these and other chronic conditions, such as diabetes, increases with age. Left unmanaged, they can lead to serious health complications and mounting medical bills.
Managing a chronic condition is a long‑term journey, and having the right financial support can make it more manageable. This is where Medisave can help. The savings in your MediSave Account (MA) are not reserved for hospital stays alone. Through the Chronic Disease Management Programme (CDMP), eligible patients can use their MA savings for the outpatient treatment of 23 approved chronic conditions. Here’s what you need to know.
What is the Chronic Disease Management Programme (CDMP)?
CDMP lets you use your MA savings to pay for the outpatient treatment of 23 approved chronic conditions, which include diabetes mellitus or pre-diabetes, hypertension, lipid disorders such as high cholesterol, asthma, dementia, osteoarthritis and Parkinson’s disease.
The full list also covers allergic rhinitis, anxiety, benign prostatic hyperplasia, bipolar disorder, chronic hepatitis B, chronic obstructive pulmonary disease, epilepsy, gout, ischaemic heart disease, major depression, chronic kidney disease, osteoporosis, psoriasis, rheumatoid arthritis, schizophrenia, and stroke.
You can access the programme at polyclinics, public hospital specialist outpatient clinics, and more than 1,250 accredited GP and private specialist clinics islandwide.
How much you can withdraw for the Chronic Disease Management Programme
You can withdraw up to $500 a year for a simple chronic condition, or up to $700 a year if you have complex chronic condition(s).
A patient is considered to have complex chronic condition(s) if they:
(a) Receive treatment for two or more CDMP conditions; or
(b) Receive treatment for at least one CDMP condition with a recognised complication.
You only need to co-pay 15% of the bill for your chronic condition treatment in cash before using MediSave to pay the rest. Singapore Citizens and Permanent Residents receiving CDMP treatment at their enrolled Healthier SG clinic are not required to co-pay in cash and can use their MediSave to pay the bill in full, up to the prevailing withdrawal limits.
How to make a MediSave withdrawal for the Chronic Disease Management Programme
There’s no need to apply separately for the CDMP. Simply tell your healthcare provider that you would like to use your MA savings for your CDMP treatment. The clinic can verify your eligibility and submit the withdrawal on your behalf.
You can track how much MA savings you have used for your chronic condition treatments through the CPF healthcare dashboard. Your clinic will also be able to assist with checking your remaining balance.
Community Health Assist Scheme (CHAS) subsidy for Chronic Disease Management
Every Singapore Citizen qualifies for at least CHAS Green, even without means-testing. Refer to the table below for the CHAS criteria under the CHAS Chronic Tier.
Merdeka Generation and Pioneer Generation cardholders receive higher CHAS subsidies. For complex conditions, they can receive up to $520 and $540 a year respectively.
If you’re enrolled with a Healthier SG clinic, you may choose enhanced subsidies under the Healthier SG Chronic Tier for eligible chronic care. At each visit, you may use either the CHAS Chronic Tier or the Healthier SG Chronic Tier, not both.
Your subsidy is applied first to reduce your bill. MediSave can then be used to cover part of the remaining amount.*
*Subject to the prevailing CDMP withdrawal limits and cash co-payment requirement, where applicable.
Managing chronic conditions can require a long-term financial and personal commitment. Using MediSave under the CDMP can help with treatment costs, so you can focus on managing your health.
You can give your healthcare savings an additional boost by making a top-up to your MA. Your MA savings earn a base rate of 4% interest, and you can earn up to 5% per annum on the first $60,000 of your combined CPF balances (including your MA savings), and up to 6% per annum on the first $30,000 of your combined CPF balances if you are aged 55 and above.
Top-ups to your MA or your loved ones’ MA may also qualify for tax relief of up to $16,000 a year. To qualify, you or your recipient’s MediSave Account must not have reached the Basic Healthcare Sum (BHS). For top-ups to a spouse or sibling, they must have had an annual income of $8,000 or less in the previous year or be a person with a disability. However, note that the tax relief cap is shared across top-ups to the Special Account, Retirement Account, and MA.
