How to apply for an HPS claim
Death claim
Upon a member’s passing

If the insured member has an outstanding housing loan, we will automatically assess the deceased’s claim eligibility once CPF Board is notified of the member’s death by the Immigration and Checkpoints Authority (ICA). 

 

CPF Board will inform the co-owner(s) or next-of-kin of the outcome and if additional information is required.

 

When the claim is approved, the outstanding loan will be paid directly to the mortgagee.

Claiming under medical grounds
Terminal illness

Terminal illness refers to an illness that is likely to result in the death of the member within 12 months.

 

A claim under terminal illness can be made only if the terminal illness started on or after 1 May 2016.

Total permanent disability

Total permanent disability refers to (i) the inability to take part in any employment permanently, or (ii) the total permanent loss of physical functions of both eyes, or two limbs, or one eye and one limb.

 

To qualify for a claim under (i), the member must no longer be physically employed.

 

A claim under (ii) can be made only if the total permanent loss of physical function started on or after 1 May 2016.

Claim exclusions
Things to note

Please note the following exclusions before submitting an HPS claim.

Exclusion due to pre-existing condition

HPS claims will not be payable if they arise from excluded pre-existing health conditions stated in the HPS certificate.

Events during the first policy year

HPS claims are not payable if:

  • Member has committed self-inflicted injury or suicide.
  • Member has committed a criminal offence punishable by death.
  • The claim arose out of the member's own intentional criminal act.

General exclusions

HPS claims are not payable if:

  • Member provided false or misleading information.
  • The claim arose from wars, warlike operations, or participation in any riot.

Claim payments
How are claim payments made?

The HPS claim benefits will be paid to the Housing and Development Board (HDB) or the mortgagee directly to settle the outstanding housing loan (based on the share of HPS cover) up to the sum insured.

If the HPS sum assured is higher than the outstanding loan, the excess amount will be paid to the insured member's CPF Ordinary Account.

Members who have passed away

For claims under death grounds, HPS benefits will be paid in a lump sum.

 

Any excess claim amounts will be paid to the insured member's CPF Ordinary Account. Thereafter, the deceased member’s CPF savings will be distributed to nominees. In cases where no nominations are made, they will be distributed by the Public Trustee under the intestacy laws or Muslim inheritance laws. 

 

Co-owners or personal representatives will be informed once the HPS claim payment has been made.

Members suffering from terminal illness or total permanent disability

For claims under medical grounds, the member's housing instalments can be paid by HPS for up to two years. After this period, the member’s eligibility to claim the remaining insured amount in a lump sum will be reviewed. 

 

Any excess claim amounts will be paid to the insured member's CPF Ordinary Account.
