Definition of a platform operator

Platform operators are companies that:

Have an agreement with users to provide ride hail or delivery services to the users;

Use data to automate decision making relating to platform workers, in areas such as task assignment and how much platform workers are paid per task; and

Impose rules, requirements or prohibitions on platform workers.

You are required to notify MOM if you meet the definition of a platform operator.

Obligations of a platform operator

As a platform operator, you are required to make prompt and accurate CPF contributions for your Singapore Citizen or Permanent Resident platform workers every month.

You are responsible for deducting the platform worker share of CPF contributions from your platform workers’ earnings as and when they are earned and submit them to CPF Board, together with the platform operator’s share of CPF contributions.

Failure to submit the CPF contributions by the 14th of the following month (or the next working day if the 14th falls on a weekend or public holiday) will result in enforcement action.

In order to make contributions to platform workers, you will need to apply for two CPF Submission Numbers (CSN). You must not use the CSN for making CPF contribution to your employees.

As a platform operator, you will need to know the opt-in status of your platform workers, to determine the right CPF contribution rates to be applied.

You will need to set up a Secured File Transfer Protocol (SFTP) interface with CPF Board, to make monthly queries on your platform workers’ opt-in status.

Set up Direct Debit Arrangement

The recommended payment mode for CPF contributions is Direct Debit. You can set up your Direct Debit Authorisation (DDA) arrangement online if you have a bank account with any of these eGIRO participating banks.

Monthly opt-in query of platform workers’ opt-in status

Determine the opt-in status of your platform workers

For platform workers born before 1 Jan 1995, the CPF contribution rate depends on whether they have opted in to increased CPF contributions.

You should check your platform workers’ opt-in status every month, via the SFTP exchange with CPF Board, to determine the right CPF contribution rate to use.

After performing the monthly opt-in status query with CPF Board, you can apply the right CPF contribution rate for your platform workers.

Apply the CPF contribution rates on your platform workers’ net earnings

CPF contribution rates should be applied on a platform worker’s net earnings, derived by deducting the Fixed Expense Deduction Amount (FEDA) from his gross earnings.

CPF contributions are required on all payments or benefits which are meant to supplement platform workers’ earnings.
