Can I commence my monthly housing instalment if my application to be covered under Home Protection Scheme has not been approved?

Yes, you can commence your monthly housing instalments even if your application for Home Protection Scheme (HPS) cover is still pending. You do not need to wait for HPS approval to begin your payments.
