Why is COVID-19 subsidy computed only based on net premium increase after subsidies?

The one off COVID-19 subsidy is meant to further cushion the impact of the MediShield Life premium adjustments in light of the economic impact from COVID-19, after taking into account existing premium subsidies. Hence, it will cover 70% of the net premium increase in the first year, followed by 30% of the net premium increase in the second year. With this, the net premium increase for all Singapore Citizens will be no more than about 10% in the first year.
