How does CPF Board guard against premeditated early CPF withdrawals?

There are policy safeguards to ensure givers' retirement adequacy before they can make CPF transfers to their loved ones. In addition, we have put in place a set of mechanisms to detect potential premature withdrawals. When such cases are detected, the CPF transfers will be refunded to the giver's CPF account, instead of being received by the recipient (for closure of CPF account upon leaving Singapore permanently) or the recipient's beneficiaries (for deceased cases) in cash.
