How do I claim the CPF savings of a family member who has been missing for many years?

You will first need to obtain a presumption of death certificate, which declares the person as presumed to be dead, from the Court. This is in line with industry practice where a person is treated as alive until the person has been officially reported as deceased. For any financial assistance in obtaining the presumption of death certification from the Court, you can contact the Legal Aid Bureau.

After having obtained the presumption of death certificate, the missing person should be reported as deceased with the Immigration & Checkpoints Authority (ICA).

Once this is done, his CPF savings will be distributed to his appointed nominee(s) if he has a valid nomination. Otherwise, his CPF savings will be forwarded to the Public Trustee’s Office for distribution according to intestacy or Muslim Inheritance laws.

If the missing person is a foreigner who holds a CPF account, the following documents have to be submitted at any of our CPF Service Centres:

i.            the original presumption of death certificate;

ii.           the missing person’s original passport (if any);

iii.          an original letter from the relevant authority confirming the missing person’s identity number (if the presumption of death certificate does not bear the missing person’s identification details);

iv.           documentary evidence of your relationship with the missing person; and

v.            your original identity card/passport and contact details.

If the death reporting is submitted via post from outside of Singapore, all the documents mentioned above have to be certified true by an official from a Singapore Overseas Mission with their official seal/stamp duly affixed.

Once the missing person is officially reported as deceased, his CPF savings will be distributed to his appointed nominee(s) if he has a valid nomination. Otherwise, his CPF savings will be forwarded to the Public Trustee’s Office for distribution according to intestacy or Muslim Inheritance laws.
