UnderstandWhat is MediShield Life?
MediShield Life is a basic health insurance plan, administered by the Central Provident Fund (CPF) Board, which helps to pay for large hospital bills and selected costly outpatient treatments, such as dialysis and chemotherapy for cancer.

MediShield Life coverage is sized for treatment in public hospitals that are subsidised by the Government. Those who choose to stay in private hospitals or in A or B1 ward types at public hospitals are also covered by MediShield Life. However, as MediShield Life payouts are pegged at B2 or C ward types, the MediShield Life payout will make up a small proportion of the bill only. The patient may therefore need to pay more of their bill using MediSave and/or cash.
MediShield Life17141713
UnderstandWhat are the benefits under MediShield Life?
MediShield Life will provide better protection for life, for all Singapore Citizens and Permanent Residents, including those who may already have a serious medical condition.

Compared to MediShield, coverage benefits have been enhanced under MediShield Life, with higher claim limits and lower co-insurance rates. This ensures that MediShield Life pays more and patient pay less.

MediShield Life benefits at a glance

Table A: MediShield Life Benefits
(Applicable for hospitalisations with date of admission or treatments received on or after 1 April 2019)

Inpatient/Day Surgery

Claim limits

Daily Ward and Treatment Charges1

Normal Ward

Intensive Care Unit Ward

Community Hospital2

Psychiatric (up to 35 days per policy year)

$700 per day
$1,200 per day
$350 per day
$100 per day

Surgical Procedures

Table 1 (less complex procedures)

Table 2

Table 3

Table 4

Table 5

Table 6

Table 7 (more complex procedures)

$200
$480
$900
$1,150
$1,400
$1,850
$2,000

Implants

$7,000 per treatment

Radiosurgery

$4,800 per procedure

Continuation of Autologous Bone Marrow Transplant Treatment for Multiple Myeloma

$6,000 per treatment

Outpatient Treatment Claim limits

Chemotherapy for Cancer

$3,000 per month

Radiotherapy for Cancer

External or Superficial

Brachytherapy

Stereotactic

$140 per treatment
$500 per treatment
$1,800 per treatment

Kidney Dialysis

$1,000 per month

Immunosuppressants for Organ Transplant

$200 per month

Erythropoietin for Chronic Kidney Failure

$200 per month

Long-term Parenteral Nutrition

$1,700 per month

Maximum Claim Limits

Per Policy Year

$100,000

Lifetime

No Limit

1 Includes meal charges, prescriptions, professional charges, investigations and other miscellaneous charges

2 Claimable only upon referral from a hospital after an inpatient admission or from a public hospital’s emergency department for further medical treatment.

For more information, please refer to the MediShield Life Information Booklet (Page 5) (PDF, 1.8MB)
MediShield Life17151714
UnderstandWhat are the MediShield Life Premiums and Subsidies?
As an insurance scheme, MediShield Life premiums are risk-pooled to support the payouts and benefits under MediShield Life. Those with serious pre-existing conditions may have to pay Additional Premiums for 10 years.

The Government will also provide significant support to keep premiums affordable, including those who need to pay Additional Premiums:

Premium Subsidies for the lower- to middle- income;

Transitional Subsidies to ease the shift to MediShield Life for Singapore Citizens;

Pioneer Generation Subsidies and MediSave top-ups for all Pioneers;

Merdeka Generation Subsidies and five-year MediSave top-ups for all Merdeka Generation Seniors; and

Additional Premium Support for those who are unable to afford their premiums even after premium subsidies

MediShield Life premiums may be fully paid from MediSave.

You can also calculate your estimated MediShield Life premiums payable after the applicable premiums and subsidies using the MediShield Life Premium Calculator.

To view or update the household information used to compute your Premium Subsidies, log in to the Household Check e-Service.

MediShield Life17161715
UnderstandWho needs to pay Additional Premiums?
MediShield Life provides universal coverage for all Singapore Citizens and Permanent Residents. Those who have pre-existing conditions are also fully covered.

The Government will support most of the cost of extending MediShield Life coverage to those with serious pre-existing conditions. Individuals assessed to have serious pre-existing conditions upon joining MediShield Life will only need to pay 30% Additional Premiums for 10 years to reflect their higher risk. After the 10-year period, they will pay the same standard premium as the rest in their age group.

The Ministry of Health has conducted an extensive review on the serious pre-existing conditions that will be subject to Additional Premiums, with specialist advice from clinicians.

A fair and compassionate approach has been adopted in identifying the Singapore Residents who will be subject to the Additional Premiums. Individuals who join MediShield Life and need to pay Additional Premiums are notified by the Central Provident Fund Board in writing when they are notified of their eligibility for coverage.

Find out the broad categories of serious pre-existing conditions that will be subject to Additional Premiums.

MediShield Life17171716
UnderstandHow do MediShield Life Claims Work?
To make a claim, please inform the staff handling your hospital admission or outpatient treatment that you wish to make a claim. Upon your authorisation, the medical institution will submit your claim for you.

If a payout is due, subject to claim limits, deductible and co-insurance, it will be made to the medical institution by the CPF Board on your behalf. The deductible is the amount that is payable by the insured each policy year before MediShield Life provides a payout.

If you have an Integrated Shield Plan (IP), your private insurer will process your claim and make the total payment to the medical institution on your behalf. This will include the MediShield Life portion of the payout.

The remaining amount on your bill (including co-insurance and deductible), after the MediShield Life or IP payout, can be covered by MediSave and/or cash.

Find out the list of medical institutions (PDF, 0.3MB) participating in MediShield Life.
MediShield Life17231722
UnderstandAre there exclusions under MediShield Life?
A list of standard exclusions, such as cosmetic treatment, will still apply under MediShield Life. MediShield Life does not cover bills related to such exclusions. The following treatments, procedures, conditions, activities and their related complications are not covered by MediShield Life and cannot be claimed:

Expenses incurred before the start of the insured member’s MediShield Life cover

Expenses incurred for the entire period of stay in hospital if the insured member is admitted to the hospital before the start of his MediShield Life cover

Ambulance services

Cosmetic surgery

Maternity charges (including Caesarean operations) or abortions except treatments for serious complications related to pregnancy and childbirth

Dental work (except due to accidental injuries)

Infertility, sub-fertility, assisted conception or any contraceptive operation

Sex change operations

Optional items which are outside the scope of medical treatment

Overseas medical treatment

Private nursing charges

Purchase of kidney dialysis machines, iron-lung and other special appliances

Surgical interventions for the following rare congenital conditions which are severe and fatal by nature: Trisomy 13, Bilateral Renal Agenesis, Bart's Hydrops, and Anecephaly

Treatment which has received full reimbursement from Workmen's Compensation and other forms of insurance coverage

Treatment for drug addiction or alcoholism

Treatment of injuries arising directly or indirectly from nuclear fallout, war and related risk

Treatment of injuries arising from direct participation in civil commotion, riot or strike

Treatment of intentional self-injury or injuries resulting from attempted suicide

Vaccination

MediShield Life17241723
EvaluateIs MediShield Life coverage only for those who stay in B2 or C ward types? What about those who wish to stay in A or B1 ward types or in private hospitals; will they get any MediShield Life benefits?
MediShield Life provides coverage for all Singapore Citizens and Permanent Residents for life, regardless of which ward type they choose. MediShield Life will help all Singapore Citizens and Permanent Residents with large hospitalisation expenses. The level of benefits is based on the costs of staying in B2 or C ward types in public hospitals. You will get the same amount of benefits regardless of the ward type you choose or if you stay in a private hospital.

You can sign up for an Integrated Shield Plan (IP), managed by a private insurer, if you want additional coverage for stays in A or B1 ward types or private hospitals.

IIPs comprise 2 parts – a MediShield Life component sized for B2 or C ward types and an additional private insurance component for additional coverage in stays at private hospitals or A or B1 ward types in public hospitals. However, premiums for IPs are higher, so do consider your choice of ward type carefully and the premiums affordability over the lifetime, and plan your insurance coverage accordingly.

Singaporeans can pay for their MediShield Life premiums fully using MediSave. The Additional Withdrawal Limits (AWLs) enable Singaporeans to use MediSave, up to a cap, to pay the additional premium for the private insurance component of IPs. The AWLs apply on top of the amount of MediSave used for MediShield Life premiums:

$300 if you are 40 years old or younger on your next birthday.

$600 if you are 41 to 70 years old on your next birthday.

$900 if you are 71 years or older on your next birthday.

MediShield Life17261725
EvaluateI already have an Integrated Shield Plan. How is MediShield Life relevant to me?
Integrated Shield Plans (IPs) comprise 2 components – the MediShield Life component and the additional private insurance coverage. Those covered under IPs currently enjoy the combined benefits of MediShield Life, which is run by the Central Provident Fund Board, and the additional benefits of the additional private insurance coverage, which is run by private insurers.

As MediShield Life is a component of your IP coverage, you need not worry that there is duplicate coverage between MediShield Life and your IP.

As MediShield Life will cover all pre-existing conditions, all IP policyholders will also enjoy MediShield Life coverage for life, for any pre-existing conditions. This will apply even if your pre-existing condition is excluded from the additional private insurance coverage by your private insurer. You will have peace of mind that you will continue to remain covered at the basic level, even if you have exclusions on your IP cover or you have to drop your IP cover.
MediShield Life17271726
EvaluateI live permanently overseas with no intention to reside in Singapore. How can I apply for suspension of premium collection? Overseas Singaporeans who live abroad permanently with no intention to reside in Singapore can apply for and be granted the suspension of MediShield Life premium collection, if they meet the eligibility criteria. The suspension will continue for each person as long as he continues to fulfil the criteria. ApplyWho will be covered under MediShield Life? Do I need to apply for MediShield Life?
All Singapore Citizens and Permanent Residents will be automatically covered under MediShield Life. No application is required.

If you are covered by MediShield Life only, when your plan is up for annual renewal, the current payer (who may be yourself or your family member) will receive a letter from the CPF Board with details about your MediShield Life premiums and subsidies.

If you are covered by an Integrated Shield Plan, when your Integrated Shield Plan is up for annual renewal, the current payer (who may be yourself or your family member) will receive a letter from your private insurer with details about your premiums and subsidies. You will receive subsidies for the MediShield Life portion of your Integrated Shield Plan if you are eligible.
MediShield Life17281727
